Indian Railways is set to roll out new ticket cancellation rules in phases between April 1 and April 15, 2026. The changes were announced by Railway Minister Ashwini Vaishnaw and aim to improve transparency, reduce misuse, and make the reservation system more efficient.

travellers and spontaneous planners alike, the update signals a shift in how train journeys will need to be approached. Last-minute changes may now come at a higher cost, making advance planning more important than ever.

Stricter refund rules kick in
At the core of the changes is a tighter
cancellation and refund framework aimed at discouraging last-minute cancellations and improving seat utilisation.
Passengers cancelling tickets more than 72 hours before departure will get the highest refund, with only a minimum flat cancellation charge per person.
Cancellations made between 72 hours and 24 hours before departure will attract a deduction of 25 per cent of the ticket fare.

If a ticket is cancelled between 24 hours and 8 hours before departure, only 50 per cent of the fare will be
refunded.
No refund will be issued for cancellations made less than 8 hours before the scheduled departure time.
The revised rules make early decision-making crucial for
travellers looking to avoid steep deductions.
Counter ticket cancellations now simpler
In a move that improves convenience for offline users, passengers can now cancel counter tickets at any railway counter across the country.
Earlier, cancellations were restricted to the station where the
ticket was booked.
More flexibility in boarding
Travellers will also be able to change their boarding station up to 30 minutes before departure. This offers added flexibility, particularly for those dealing with last-minute changes in travel plans.
Tatkal bookings under tighter checks
The Indian Railway Catering and Tourism Corporation (IRCTC) is introducing
Aadhaar-based OTP authentication for Tatkal bookings to curb misuse and improve access for genuine users. Enhanced anti-bot measures have also led to the removal of millions of suspicious or inactive user accounts.
Reforms extend beyond passenger services
Alongside ticketing changes, Indian
Railways is focusing on improving freight efficiency, including salt and automobile transportation, as well as raising construction quality standards across projects.
The move follows recent steps by IRCTCto curb unauthorised vendors at railway premises. The corporation has introduced
QR code-based identity cards and digitally traceable food packets to improve accountability.
The initiative is aimed at enhancing passenger safety, with food safety supervisors also being deployed at base kitchens to monitor hygiene standards.
