Union Budget 2026: Govt allocates record Rs 1.74 lakh crore for police, intelligence and border security

The Ministry of Home Affairs has unveiled a record Rs 1,73,802.53 crore net budget allocation for police forces in fiscal year 2026–27, marking a 7.1% increase over the previous year’s revised estimates of Rs 1,62,283.39 crore.

According to a News18 report, the announcement, made under Demand No. 51, underscores the government’s commitment to national security amid evolving internal and external threats.

The Budget highlights a sweeping focus on intelligence, border infrastructure, and modernisation, with capital expenditure surging by 84% — from Rs 11,561.10 crore in 2024–25 to Rs 21,272.47 crore for 2026–27 — reflecting an aggressive push towards infrastructure upgrades and technological modernisation.

Border infrastructure receives a significant boost, with Rs 5,266.51 crore earmarked for construction projects.

The Intelligence Bureau’s allocation jumps to Rs 6,782.43 crore, driven largely by capital spending increasing from Rs 306.07 crore to Rs 2,549.54 crore.

Women’s safety programmes, initiatives to counter Left Wing Extremism, forensic modernisation, and the new Vibrant Villages Programme underline a multi-pronged approach to internal security.

The seven Central Armed Police Forces (CAPFs) — CRPF, BSF, ITBP, CISF, NSG, Assam Rifles, and SSB — will receive a combined Rs 1,16,789.30 crore, up 11.4% from Rs 1,04,824.10 crore in 2024–25.

The Central Reserve Police Force (CRPF) leads with Rs 38,517.93 crore, followed by the Border Security Force (BSF) at Rs 29,567.64 crore.

The Indo-Tibetan Border Police (ITBP), tasked with guarding the China border, sees a substantial 21.3% increase to Rs 11,324.08 crore. The Central Industrial Security Force (CISF) receives Rs 15,973.85 crore after recoveries, up from Rs 14,689.74 crore. The National Security Guard (NSG), India’s elite counter-terrorism unit, sees its budget rise 30% to Rs 1,422.47 crore, reflecting heightened concerns over urban terrorism.

According to the report, citing officials, the allocation represents the largest single-year investment in India’s police and security forces, signalling an unprecedented focus on modernisation, infrastructure, and intelligence-driven operations.

Intelligence capabilities soar

The Intelligence Bureau sees its allocation jump 69% to Rs 6,782.43 crore, with capital expenditure skyrocketing more than eight-fold to Rs 2,549.54 crore.

Investments are aimed at upgrading surveillance, intelligence-gathering, and data analytics infrastructure. NATGRID, linking counter-terrorism databases, receives Rs 108.98 crore, reflecting a shift from infrastructure to operational focus.

Border security: Massive boost

Border infrastructure gets Rs 5,576.51 crore, including Rs 5,266.51 crore for construction of roads, observation towers, fencing, floodlighting, and hi-tech surveillance along Indo-Pakistan and Indo-Bangladesh borders.

The BSF Air Wing budget rises to Rs 95.05 crore for aircraft, helibases, and river boats.

Police infrastructure & modernisation

Police infrastructure allocation more than doubles to Rs 5,393.37 crore, funding CAPF and Delhi Police buildings, training facilities, and narcotics control assistance.

Centrally sponsored modernisation schemes for states receive Rs 4,061.34 crore, up from Rs 2,903.10 crore, including upgrades under the CCTNS crime-tracking system.

Women’s safety & forensics upgrade

Women’s safety programmes see a jump to Rs 889.05 crore, with Rs 200 crore to the Nirbhaya Fund, Rs 175.05 crore for Emergency Response Systems, and Rs 500 crore for modernising forensic capacities.

Safe City projects in multiple states receive Rs 125 crore, fully funded by the Nirbhaya Fund.

Forensic modernisation also includes Rs 550 crore for the Inter-Operable Criminal Justice System, Rs 145 crore for the National Forensic Science University, and Rs 184.40 crore for Rashtriya Raksha University.

Delhi & Jammu & Kashmir security

Delhi Police receives Rs 12,503.65 crore, while Jammu & Kashmir Police sees a 16% increase to Rs 9,925.50 crore, reflecting ongoing security challenges.

Combating Left wing extremism (LWE)

Security-related expenditure and infrastructure in 35 worst-affected LWE districts rise to Rs 3,610.80 crore, including Rs 430 crore in capital spending, the first for this programme, aimed at permanent infrastructure development.

Border villages & vibrant villages programme

Phase II of the Vibrant Villages Programme gets Rs 300.02 crore to develop border villages with improved infrastructure, connectivity, and livelihoods, complementing Phase I’s Rs 350 crore allocation.

Modernisation & technology upgrades

Modernisation Plan IV for CAPFs receives Rs 343.66 crore for weapons, IT upgrades, and equipment.

Central Police Organisations including the NCB, Bureau of Immigration, NCRB, and NIA get Rs 2,184.54 crore. The Special Protection Group receives Rs 499.99 crore.

Prison reforms & support to poor prisoners

Prison modernisation rises sharply to Rs 300 crore, with a new Rs 2 crore scheme providing financial aid to indigent prisoners.
