'India will never bow to terror': One year on, PM Modi pays tribute to Pahalgam victims

Prime Minister Narendra Modi paid homage to those killed in the Pahalgam terror attack, saying the innocent lives lost will always be remembered

One year after the Pahalgam terror attack that shook the nation, Prime Minister Narendra Modi led a unified India in honouring the 26 lives lost, saying that the country’s resolve against terrorism remains “unshakeable.”

In a post on X (formerly Twitter), the Prime Minister said that India has moved beyond mere condemnation to a doctrine of “decisive and proactive justice.”

“Remembering the innocent lives lost in the
gruesome Pahalgam terror attack on this day last year. They will never be forgotten. My thoughts are also with the bereaved families as they cope with this loss,” the PM Modi wrote.

The day the valley bled

On April 22, 2025, the Baisaran Valley in Pahalgam became the site of India’s deadliest civilian-targeted attack in decades.

Three terrorists, linked to the Lashkar-e-Taiba proxy “The Resistance Front” (TRF), infiltrated the
popular tourist spot. The attackers then segregated tourists on the basis of their religious identity.

The attack claimed the lives of 26 civilians, including newlyweds and families from diverse states like West Bengal, Karnataka, and Maharashtra.

Among the victims was also a local Muslim pony rider who died attempting to shield tourists from the gunfire. The brutality of the executions, carried out at point-blank range in front of family members, led a wave of national mourning and fury not seen since the 2019 Pulwama bombing.

A fitting reply

The Prime Minister’s tribute today carries added weight due to the military escalation that followed the attack.

Within two weeks of the massacre, on May 7, 2025, the Indian Armed Forces launched
Operation Sindoor. The campaign involved precision missile and air strikes targeting nine terror launchpads and infrastructure facilities deep within Pakistan-administered territory.

The operation was the first major “stand-off” aerial engagement between the two nuclear-armed neighbours in years, involving over 100 aircraft. While a ceasefire was established on May 10, 2025, the conflict permanently shifted India’s security posture toward “non-escalatory but lethal” retaliation.

‘Never forget, never forgive’

PM Modi also wrote that the families of the victims are not alone. “The terrorists who thought they could break the spirit of our tourism and our democracy have failed,” he stated. “Pahalgam is once again teeming with visitors today. That is our greatest victory over the merchants of death,” he added.

A year on, some of the most widely shared posts online are from survivors and families still trying to cope with the loss. Among them is Aishanya Dwivedi, whose husband Shubham was killed in the attack. Her interview with Hindustan Times (HT)has struck a chord with many:

“I still freeze when I see pictures of the valley on my feed. The valley is beautiful, but what it did to me is the most painful thing ever. I do not think there is anything more painful than that,” Dwivedi told HT.

“It has been a year of hell. My father was our everything. Today, we donate food to an orphanage in his memory. We are grateful for the government job, but a vacancy filled in an office cannot fill the void in our home,” Asawari Jagdale told The Indian Express, remembering her father who was killed.

Memorial services were also held simultaneously across the country, from the victims’ hometowns to the newly inaugurated “Pledge Point” memorial in Pahalgam.
