According to a report by The Economic Times , the delegation’s travel to Washington next week is part of India’s renewed efforts to
move forward with the trade discussions after earlier postponements and policy uncertainties slowed the process.
The upcoming meeting is expected to focus on advancing negotiations on the proposed trade pact, which has gained importance amid changes in the global tariff environment. The talks were originally expected to progress earlier this year but were delayed due to tariff related uncertainties in the United States.
Framework for interim trade agreement
In February, India and the US had
announced the completion of a framework for an interim trade agreement. Under the proposed arrangement, the US had agreed to reduce tariffs on Indian goods to around 18 per cent.
The pact was initially expected to be signed in March. However, the situation changed after shifts in the US tariff structure, which affected the timeline for final approval.
Officials said at that time that the agreement would be signed only after clarity emerges on the new global tariff system being developed by the United States.
Changes in US tariff policy
The delay comes after significant changes in US trade policy following a Supreme Court ruling related to President Donald Trump’s reciprocal tariff measures. In response, the US administration introduced a 10 per cent tariff on all countries for a period of 150 days starting February 24.
These changes have impacted ongoing trade negotiations with multiple partners, including India. As a result, the earlier advantage that India had in the trade framework compared to some competing economies has been reduced.
Earlier postponement of talks
Due to these developments, a scheduled meeting between chief negotiators from India and the US was postponed last month. The two sides were earlier expected to meet in February to finalise the legal text of the agreement.
Officials indicated that the revised meeting is aimed at reassessing terms and ensuring that the agreement aligns with the updated US tariff policy.
Section 301 investigations add complexity
The upcoming talks also come amid two ongoing trade investigations initiated by the United States Trade Representative (USTR) under Section 301.
On March 11, the USTR launched an investigation into policies and industrial practices of 16 economies, including India and China. A second probe on March 12 expanded the scope to 60 countries, examining issues related to forced labour and trade restrictions.
These investigations will assess whether certain practices in partner countries are unreasonable or discriminatory and whether they place a burden on US commerce.
